Driving without a transport ticket or duty sheet: which fines does a driver risk?
Being unable to open a duty sheet or generate the customer ticket is not a minor admin issue: Annex 10 sets precise amounts, and the card or licence can be suspended.
Which amounts for equipment, duty sheet and transport ticket — and who is liable?
In short
Annex 10: €350 if the duty sheet cannot be generated, €400 if no transport ticket can be generated, €300 if the ticket is not given to the customer, up to €500 without equipment. Several offences may appear on the same form. Also at risk: card/licence suspension and criminal proceedings.
Being unable to open a duty sheet (dienststaat) or generate the transport ticket (vervoerbewijs) is not a minor admin issue. During a control, the officer records concrete facts: missing equipment, failure, incomplete data, ticket impossible to produce or not given to the customer.

Three types of consequences
A shortcoming on the ticket or duty sheet can trigger several distinct mechanisms:
- Immediate collection — a sum proposed on the spot (or via the form) under Annex 10. This is not yet a conviction.
- Criminal sanctions — the Flemish Decree of 29 March 2019 provides fines and, in serious cases, prison sentences if the public prosecutor prosecutes.
- Suspension or withdrawal — driver card (bestuurderspas) and/or IBP operating licence, depending on the facts and the file.
Main amounts (Annex 10) — documents and equipment
Indicative immediate-collection amounts for situations linked to equipment, the duty sheet and the transport ticket. The actual amount depends on what the officer finds.

€400 — equipment present but not compliant
Equipment is on board but does not meet the rules (missing functions, unsuitable model, cannot produce a compliant duty sheet / ticket). Annex 10 provides €400.
€350 — duty sheet impossible to generate
If the driver cannot produce the duty sheet from on-board equipment — app that will not open, wrong account, service never started, unreadable sheet — Annex 10 provides €350. “Everything is at the office” does not replace presentation during the control.
€350 — trip data impossible or incomplete
Unclosed trips, missing fields (places, km, price), inability to reconstruct the requested journey: the same €350. Often stackable with inability to generate the ticket.
€300 — data not secured
Data may be “produced” without secure recording (drafts, erasable notes, unprotected files). Annex 10 provides €300 when recording or securing is missing.
€400 — no transport ticket generable
If no vervoerbewijs can be generated for the trip concerned — software failure, missing ticket module, trip never encoded — immediate collection is €400. Generating ≠ handing over: see also the next point.
€300 — ticket not given to the customer
The ticket must be given to the passenger at the end of the trip, without them asking. A ticket generated in the app but never handed over (paper, PDF, email) can cost €300.
€300 — non-indelible / erasable data
A handwritten ticket with erasable ink, a freely rewritten PDF or editable mentions without a trail do not meet the indelible-information requirement. Indicative amount: €300.
€400 — equipment present but not used
The app or system is on board, but the driver does not open the service, encode trips or use the ticket module: €400. Having the tool without using it does not protect you.
€350 — defective equipment
Failure, dead screen, broken printer, login impossible: €350 for defective equipment. A failure during a trip does not allow you to continue without a compliant solution after drop-off.
€500 — required equipment not installed
No equipment able to record the duty sheet and produce the ticket: €500. One of the highest amounts in the documents / equipment table.
Several offences on the same control
Several offences found during the same control may appear on the same form for immediate collection. Example: incomplete data (€350) + ticket impossible (€400) = already €750, before other points (card, fares, etc.).
Immediate collection ≠ conviction
Paying the proposed sum is not a judicial finding of guilt. In principle, payment may extinguish the criminal action — unless the public prosecutor announces within one month an intention to prosecute. It is not permission to keep operating in breach.
Criminal sanctions under the decree
The Flemish Decree of 29 March 2019 provides, for certain offences, a prison sentence of eight days to three months and a fine of €500 to €10,000 (notably operating without a licence). For other breaches, the criminal fine may range from €26 to €10,000. Immediate collection coexists with this framework; it does not always replace it.
Driver card suspension
The bestuurderspas can be suspended or withdrawn if the driver does not present requested documents, erases data, fails to use required equipment or uses an unauthorised vehicle. Beyond the fine, the work tool disappears.
Operator licence
The municipality may suspend or withdraw the IBP licence when the operator no longer meets the conditions, fails to present data during a control, or breaches other obligations. A recurring file of missing documents weighs heavily beyond a single collection.
Who is responsible: driver or operator?
It depends on the facts. The driver for day-to-day use (open the service, encode, hand over the ticket, present the card). The operator for equipment, access, organisation, Chiron connection and archives (7 years). The report can target both.
Can you continue after paying?
Not automatically. After a failure during a trip, service with that vehicle must stop after drop-off. Paying the sum does not make the vehicle compliant and does not allow you to continue without working equipment.
Easy-to-avoid situations
- starting without opening the service in the app / system;
- wrong driver or wrong vehicle selected;
- trips never closed → incomplete ticket and data;
- generating the ticket without giving it to the customer;
- relying on “everything is in Chiron” without being able to open duty sheet / tickets;
- leaving a vehicle in service with broken equipment;
- erasing or “cleaning” history during a control.
12-point verification
Before each service — or weekly on the operator side:
- equipment on, correct driver account;
- service opened with correct start data;
- know how to open the duty sheet in one gesture;
- each trip has a start and an end;
- ticket generable for every completed trip;
- clear procedure to give the ticket to the customer;
- data recorded securely (not draft-only);
- no known untreated failure on the vehicle;
- driver trained: where to click during a control;
- operator archives accessible (7 years);
- Chiron active via the software — without replacing the documents;
- risk / amount test: risk checker and simulator.
What to retain
Annex 10: €350 if the duty sheet cannot be generated, €400 if no ticket can be generated, €300 if the ticket is not handed over, up to €500 without equipment. Several offences on the same form. Also at risk: card / licence suspension and criminal proceedings. Paying does not authorise continuing with a failure.
