Route sheet fine taxi in Wallonia: what do you risk during a control?

Every vehicle assigned to a taxi service must have a daily route sheet on board — including street taxis via Uber or Bolt.

1. Obligation and electronic version

Article 55 of the order of 16 May 2024 imposes a daily route sheet (annex 15) on board every taxi vehicle. It can be electronic, provided it is viewable at all times.

No viewable route sheet on board = risk during a control.

2. Uber/Bolt: the platform is not enough

The Walloon street taxi is operated via an approved electronic intermediation service. An Uber/Bolt trip does not remove the route sheet obligation: the platform is the source of the trip, not a substitute for the on-board document.

3. Who manages the route sheet?

The operator organises the system and retains sheets at head office for at least 3 years. The driver must be able to present or make it viewable during service. The platform does not replace this organisation.

4. Sanctions: missing route sheet

Absence or non-compliance falls under vehicle operating conditions. The order classifies these offences as type C (articles 50 to 66, including article 55).

Administrative fine up to €250. The final amount depends on the finding, file and administrative decision.

5. Other on-board documents

Article 55 also lists: copy of operating licence, copy of applicable regulations (including municipal by-law), international motor insurance card. In case of concurrent offences, the total administrative fines cannot exceed €10,000.

6. More serious risk levels

Do not confuse missing route sheet with absence of licence or certificate:

  • vehicle without licence: imprisonment 8 days to 3 months and/or fine €100 to €10,000;
  • electronic intermediation without approval: sanctioned by the decree;
  • driving without capacity certificate: fine €50 to €3,000.

A missing route sheet may be an administrative offence. If the control also reveals absence of licence, certificate or insurance, the case becomes much more serious.

7. How does a control work?

The order provides for unannounced controls at head office, on the road, by written document request or by summons. The driver must present documents on the road; the operator must produce requested documents at head office.

8. Frequent errors

  • sheet absent on board;
  • electronic sheet not viewable;
  • sheet not retained for three years at head office;
  • platform trips not included in traceability;
  • incomplete on-board documents (licence, insurance, regulations).
